Grondhervorming bly 'n onopgeloste historiese grief. Oor die algemeen stem almal saam dat grondhervorming misluk het en bespoedig moet word. Navorsing toon dat tussen 70% en 90% van die projekte (grondrestitusie- projekte ingesluit) misluk het. Die regering moet sy beleid om eenvoudig grond vir herverdeling te bekom, heroorweeg. Maatreëls moet getref word om seker te maak dat herverdeelde grond produktief gebruik word. As grondhervorming voortgaan om die huidige patroon te volg, is die vooruitsigte daarvan gedoem. Dit is die regering se plig om toe te sien dat selfonderhoudende boere opgelei word deur ondersteuning na vestiging te verskaf.
