Fulbright Foreign Student Program 2027/2028
About the Provider
The Fulbright Program is a United States government cultural exchange initiative founded in 1946 by Senator J. William Fulbright and widely regarded as one of the most prestigious international scholarship programmes in the world. Operating in over 160 countries with more than 400,000 alumni globally, the programme aims to strengthen intercultural relations, diplomacy and mutual understanding between the United States and other nations through the exchange of students, scholars, teachers, professionals, scientists and artists.
In South Africa, the Fulbright Foreign Student Program is administered through the U.S. Embassy and Consulates. The programme selects outstanding South African graduates to pursue postgraduate study or research at universities across the United States, fully funded. Since its inception, thousands of South African scholars have participated in the programme, returning home with advanced qualifications, international research networks and the skills to contribute meaningfully to the country's academic, economic and social development.
The Fulbright brand carries significant weight in academic and professional circles globally. A Fulbright scholarship on your CV signals academic excellence, leadership, cross-cultural competence and a deep commitment to social responsibility. For South African students who want to access world-class research facilities, study under leading academics, and build international professional networks without the crushing financial burden of international tuition fees, this is one of the most comprehensive and transformative funding opportunities available anywhere in the world.
About the Program
The Fulbright Foreign Student Program funds South African university graduates to pursue postgraduate studies in virtually any field at any university in the United States. The only exclusions are MBA programmes and medical or veterinary studies that require clinical patient contact.
Two pathways are available:
Visiting Student Researcher (non-degree): For South African PhD students currently enrolled at a South African university who want to conduct one year of research at a US university as a Visiting Student Researcher. Current National Research Foundation (NRF) funded PhD students are also eligible to apply through this pathway.
Master's or PhD degree: For postgraduate students who want to complete a full Master's or Doctorate degree at a US institution. Master's applicants need a 4-year Bachelor's, BTech, or 3-year Bachelor's with Honours. PhD applicants need a completed Master's degree.
The programme is fully funded and covers tuition, a living allowance, placement at a host university, J1 visa sponsorship, medical clearance, visa application fees, international travel, health insurance, transport from South Africa to the US, and a settling-in allowance upon arrival. Recipients are expected to return to South Africa after completing their programme and contribute to Fulbright Alumni activities in their communities.
Selection is highly competitive. The process includes an initial application screening, standardised testing (GRE and TOEFL) at the semi-final stage, and interviews. The programme values academic excellence, leadership, social responsibility, extramural involvement, and cross-cultural adaptability. Preference is given to applicants who have not had recent extensive experience in the United States and who have not previously held a Fulbright scholarship.

How to Apply
- Download and read the official guidelines from the US Embassy website before starting your application. The guidelines document contains critical instructions for each section.
- Register an account on the Fulbright application portal at apply.iie.org.
- Log in and begin your application well before the deadline.
- Complete all sections of the online form thoroughly and honestly.
- Write your Study/Research Objective (approximately 2 pages) explaining what you want to study, why the US is the right place, and how your research connects to South Africa's development needs.
- Write your Personal Statement (1–2 pages) covering your background, motivations, leadership experience and commitment to returning to South Africa.
- Arrange 3 references from academics or professionals who know your work well and can speak specifically to your research potential and character.
- Prepare your writing sample (required for PhD and VSR applicants, recommended for Master's applicants).
- Upload all supporting documents including transcripts, CV, passport and any letters of invitation.

Tips for Success
- Start months in advance. The application requires a research objective, personal statement, writing sample, 3 references and transcripts. You cannot prepare all of this in a week. Begin at least 3 months before the deadline.
- Write a compelling Study/Research Objective. This is the single most important document in your application. Be specific about what you want to study, why the US is the right place for this research, which universities or research groups interest you, and how your work connects to South Africa's development priorities.
- Choose referees who know your work intimately. Generic references from senior academics who barely know you are far less effective than detailed, specific letters from supervisors who can speak to your research potential, character and leadership.
- Demonstrate your return commitment concretely. Fulbright wants scholars who will come back to South Africa. Do not just say you will return — explain specifically how your US experience will benefit your community, university, industry or country.
- Show leadership and social responsibility with examples. This is not just an academic scholarship. They want well-rounded individuals who contribute beyond the classroom. Describe specific leadership roles, community projects or social impact work.
- Prepare for standardised tests early. If you reach the semi-final round, you will need GRE and TOEFL scores. These tests require preparation — start studying months before you expect to be tested.
- Read the official guidelines document cover to cover. It contains specific instructions for each section of the application that are not repeated anywhere else. Missing a requirement because you did not read the guidelines is an avoidable mistake.
- Do not apply if you have extensive recent US experience. Preference is given to applicants who have not spent significant time in the United States. If you have already studied or worked in the US recently, your chances are lower.
- Connect your research to South African priorities. The strongest applications show a clear link between the proposed US study and a real need or opportunity in South Africa.
Career Prospects
A Fulbright scholarship opens doors that few other programmes can match. Graduates return to South Africa with a postgraduate qualification from a top US university, a global professional network spanning over 160 countries, and the prestige of the Fulbright brand on their CV.
Career paths depend on your field of study, but Fulbright alumni in South Africa hold positions across academia, government, NGOs, the private sector, research institutions and international organisations. The programme's emphasis on leadership and social responsibility means many alumni go on to hold influential positions where they can drive policy, innovation and development at national and continental level.
The Fulbright Alumni network is active globally and in South Africa specifically, providing ongoing professional connections, mentoring opportunities, collaborative research projects and funding for alumni-led initiatives long after the programme ends. Many alumni return to teach at South African universities, supervise postgraduate students, or establish research partnerships between South African and American institutions that continue for decades.
For PhD-track scholars, the Visiting Student Researcher pathway provides access to US laboratories, libraries, datasets and research groups that may not exist in South Africa, accelerating doctoral research and opening doors to post-doctoral opportunities and academic careers at the highest international level.
